Former head of Odesa tax office failed to prove legality of car purchase

The Appeals Chamber of the High Anti-Corruption Court of Ukraine has confirmed that the assets of the family of former Odesa tax chief Ruslan Khvan are unjustified.

This was reported by the Center for Public Investigations, citing the press service of the Specialized Anti-Corruption Prosecutor's Office.

On April 10, 2026, the HACC Appeals Chamber upheld the HACC decision of November 21, 2025, which recognized the assets used by the family of the former head of the Main Department of the State Tax Service in Odesa Oblast as unjustified.

We are talking about cars:

Ruslan Khvan , former head of the Main Department of the State Tax Service in Odesa region, and his family purchased luxury cars at low prices. In particular, we are talking about a 2018 Toyota Land Cruiser 200 and a 2020 Audi RSQ8, which were purchased for UAH 300 thousand and UAH 1.4 million, respectively, while their market value exceeded UAH 5.3 million.

Subsequently, the Audi RSQ8 was sold at market price, and the proceeds were used to purchase a BMW X7 xDrive.

In this regard, on May 16, the SAPO prosecutor filed a lawsuit with the High Anti-Corruption Court to recognize these vehicles as unjustified assets. According to detectives, the Audi was later sold at market price, and the former official's family purchased another luxury car, a BMW X7 xDrive, with the proceeds.

An analysis of the financial situation of the official and his family showed that the official income would not have allowed them to purchase such property. Therefore, prosecutors filed a lawsuit with the HACC, and the court seized the Toyota Land Cruiser 200 and BMW X7. The SBI did not disclose the name of the tax officer, but the CPR had previously established that it was Ruslan Khvan, the former head of the Main Department of the State Tax Service in Odesa Oblast, who was dismissed in May 2024.
