Mykolaiv region was the third in Ukraine to have the worst situation with the arrangement of shelters in schools, with only 28% of them in place as of January 2023. Chernihiv (27%) and Kharkiv (6%) regions also took the second and first places in the anti-rating.
This is reported in a study by the Cedos analytical center.
It is noted that today the availability of shelters in schools is a legal requirement and a condition for the resumption of full-time education. Unlike the need for school buses and computers, the arrangement of shelters is a new challenge for local authorities and educational institutions.
The study emphasized that the process began in June-August 2022. During this period, some schools were provided with shelters at the expense of local authorities (no funds were allocated from the state budget).
Vitaliy Kim, the head of Mykolaiv Regional Administration, also emphasized the importance of installing safe shelters. According to him, the shelter and safety of children is the primary problem that the authorities are addressing today.
"Shelters should be near schools, because S-300 missiles will reach a large part of our region, and if the Russians want to, they can do it again. Therefore, sheltering and safety of children is the first thing to do. We will restore the fund, but shelters, which must be built very quickly and many have not been done, are the primary problem for the opening of full-time education," the head commented.
It is known that according to the Ministry of Education and Science, as of January 2023, shelters were equipped for 71% of schools across Ukraine.
We recently reported that Mykolaiv authorities plan to move mobile shelters to schools and kindergartens after the war. According to the mayor, the new location will require digging a hole, filling it with concrete and installing a collapsible shelter.
On February 13, Ochakiv received its first concrete shelters. The structures were donated by the Gobel Foundation at the request of the Mykolaiv Regional Military Administration. Due to the frequent shelling of the city, the need for safe shelters for the citizens is greater than ever.
On February 10, special shelters were installed at public transport stops in Mykolaiv. Shelters designed by Mykolaiv will be installed in other frontline cities suffering from Russian shelling.
In total, 14 protective stops have been installed in Mykolaiv at the expense of the budget. They are maintained by the Mykolaivelectrotrans utility company.
It should be noted that the designers also took care of the inclusiveness of the building. The dimensions of the entrance were made so that people in wheelchairs can get into the shelter.
On February 3, Mykolaiv region joined the formation of additional brigades of the National Guard, National Police, and State Border Guard Service to reinforce Ukrainian forces during the upcoming offensive.
On January 18, three mobile concrete shelters were brought to Kherson. One of them will be installed near the railway station, and two will be set up in the Dniprovsky district in crowded areas.
On December 21, OneWorks experts analyzed the accessibility of shelters in Mykolaiv for residents of each neighborhood. All currently available shelters, including basements, were mapped on a geographic information system (without taking into account their technical condition). Then we analyzed the safe accessibility of this infrastructure, i.e. the ability to get to the shelter within 10 minutes.
