Since the beginning of 2026, the Department of Housing and Communal Services of the Mykolaiv City Council has announced and concluded procurements worth tens of millions of hryvnias, ranging from major repairs of roads and residential buildings to security of administrative buildings, fuel, and even environmental media projects. Most of the money was traditionally spent on road infrastructure and emergency repairs of the housing stock.
Intent analyzed the largest purchases of the department through the Zakupivli.pro platform. It is worth noting that the analysis is based on the expected value of procurement, as the initial price may decrease during auctions.
Among the largest procurements of the department is the overhaul of the road on 6-a Slobidska Street from Tsentralnyi Avenue to 1-st Voinenska Street. The expected cost of the work exceeded UAH 23.8 million, and the procurement itself was at the stage of reviewing proposals. This is the most expensive tender in the list of procurements published in Prozorro.
The department planned to spend another UAH 8.2 million on the current average repair of the road on Industrialna Street. The procurement was conducted as "additional services," which is often used to extend or adjust existing contracts.
A separate block of expenditures concerned Mykolaiv's housing stock. The documents contain dozens of repairs to roofs, power grids, elevators and water supply systems. For example, more than UAH 2 million was allocated for the overhaul of the in-house power supply networks of a building on Heroiv Ukrayiny Avenue. At the same time, one of the procurements for the same facility was later recognized as not taking place, and a new one was announced.
Emergency repairs of residential buildings accounted for a significant portion of the expenditures. These are repairs of roofs, facades, pipelines and structural elements after damage or emergencies. The amount of such purchases ranged from UAH 80 to 800 thousand, depending on the scale of the work. In particular, over UAH 817 thousand was planned to be spent on repairing the roof of a building on General Oleksa Almazova Street.
Separately, the department actively financed barrier-free access to residential buildings. In different parts of the city, entrances and structural elements were repaired to meet the needs of people with disabilities. Hundreds of thousands of hryvnias were allocated for such works on Lazurna, Ihor Bedzai and Generala Almazova streets. Some of the procurements were completed, while others were still at the stage of submitting proposals.
In addition to construction work, the department spent money on maintaining its own infrastructure. Almost 224 thousand hryvnias and another 27 thousand hryvnias were allocated for round-the-clock security of the administrative buildings on Pavlo Skoropadskoho Street. They also purchased services for electronic document management, technical administration of programs, data transmission and communication services.
The procurement list also includes fuel costs - over UAH 228 thousand for diesel and almost UAH 55 thousand for A-95 gasoline. The department paid for electricity and natural gas distribution under separate contracts.
Part of the funds was also spent on less typical expenses for the housing and utilities sector. These included holding environmental readings, creating the Environmental Patrol media project, purchasing flower seedlings, and developing land management projects for parks and squares.
In total, since the beginning of 2026, the amount of procurement and declared expenditures of the Department of Housing and Communal Services of Mykolaiv City Council, as contained in the documents, has amounted to more than UAH 44.15 million.
At the same time, the Department of Municipal Economy of Odesa has announced procurements worth almost UAH 90 million since the beginning of 2026. Most of the funds were allocated for major repairs of residential buildings, elevators, and emergency works after the damage caused by the war.
