Odesa Region's Reconstruction Service Spent Billions on Roads and Power System Reconstruction

In the first five months of 2026 alone, the Infrastructure Restoration and Development Service in Odesa Oblast announced procurement for more than UAH 2.6 billion. Most of the funds were allocated for road repairs and reconstruction of facilities, while the institution spent hundreds of thousands of hryvnias on fuel, water, car maintenance and office needs.

An analysis of procurement by the Infrastructure Restoration and Development Service in Odesa Oblast shows a sharp increase in spending in the spring of 2026. If at the beginning of the year it was mainly about ensuring the operation of the institution and maintenance of equipment, since March the procurement structure has shifted towards large-scale infrastructure projects.

According to Prozorro, in January 2026, the service announced at least 16 procurements totaling more than UAH 5.2 million. The largest expenditures included almost UAH 3 million for electricity distribution and more than UAH 1 million for A-95 gasoline and diesel fuel.

Other purchases in January included: telecommunications services; vehicle insurance; repair and refill of ink cartridges; car tires; support for information and analytical systems; bottled water; Starlink maintenance; and printing paper.

Separately, the service ordered the repair and maintenance of a Toyota Land Cruiser Prado for almost UAH 188 thousand.

In February, expenditures remained relatively moderate at around UAH 5 million. Most of the money was spent on electricity - over UAH 2.2 million. However, the situation changed dramatically in March.

March was the beginning of large road contracts. In one month, the total amount of procurement exceeded UAH 556 million. The absolute leader was a tender for the current repair of a public road of national importance worth more than UAH 536 million.

In addition, in March, the service purchased electricity for the maintenance of its units for almost UAH 15 million and spent money on the repair and maintenance of special equipment.

In April, expenses slightly decreased, but remained extremely high at over UAH 340 million. Almost UAH 259 million was spent on another road repair. Other major purchases included the reconstruction of facility No. 8 for UAH 62.6 million.

The biggest financial jump occurred in May. In just over a month, the Reconstruction Service announced procurements worth almost UAH 1.8 billion.

In fact, only three May procurements exceeded the total expenditures of the institution for January, February, March and April combined.

Procurement analytics shows that the main financial resource of the Recovery Service in Odesa region in 2026 is concentrated on road infrastructure and reconstruction. At the same time, the structure continues to make regular small purchases to support its own activities - from office paper to maintenance of official SUVs.

In total, in the first five months of 2026, the volume of announced procurement by the Infrastructure Restoration and Development Service in Odesa Oblast exceeded UAH 2.68 billion.

According to Intent's analysis, in 2025, the most expensive contracts were for the maintenance of national roads, for which more than UAH 808 million was allocated. Significant funds were also allocated for the repair of the M-15 Odesa-Reni highway, where only one tender for the construction of a parking lot reached UAH 179.5 million, and another - almost UAH 196.5 million for the repair of the P-72 section near the Starokozache checkpoint.
