In Odesa region, a company with schemes around Energoatom received a contract worth 38 million from the EU

In the village of Kamianske in Odesa region, the European Union plans to build a radiation shelter for a lyceum worth more than UAH 38 million. The contract was awarded without a tender to a company that was involved in investigations into alleged price gouging and schemes around Energoatom.

The Department of Education, Youth and Sports of the Artsyz City Council has completed a tender for the construction of a protective structure for the Kamianske Lyceum in the Bolhrad district of Odesa region. More than UAH 38.2 million was allocated for the project. The work will be funded under the Ukraine Facility program with the support of the European Union.

The project involves the construction of a shelter on the territory of an educational institution at 52 Borys Topor Street in the village of Kamianske. The construction is to be completed by December 31, 2026.

The expected purchase amount exceeded UAH 38 million. Only one company took part in the tender, Cortakoz LLC, which offered to perform the work for UAH 38 million 233,488. It was this company that was chosen as the winner.

The tender was announced on April 3, 2026, and bids were opened on April 24. The customer was the Department of Education, Youth and Sports of the Artsyz City Council. The documentation states that the project is being implemented as part of the Ukraine Plan for EU funding under the Ukraine Facility instrument, which aims to support the recovery and development of the state.

According to the YouControl analytical system, Cortakoz LLC was registered in Rivne in 1993 with an authorized capital of UAH 1 thousand. The company's main activity is the construction of residential and non-residential buildings. Its owners are Andrii Moshanetskyi, Roman Kononiuk, Viktor Marchuk , and Oleksii Ohon.

Since 2017, the company has earned more than UAH 2.7 billion in public tenders. The firm received the largest revenue in 2025 - over UAH 786 million.

The company has also repeatedly been the subject of journalistic investigations. In particular, in February of this year, Politerno wrote that after the high-profile Midas corruption case and the government's statements about the reboot of the supervisory boards of energy companies, the struggle for influence over Energoatom continues.

We are talking about an enterprise that produces about 60% of electricity in Ukraine and operates with hundreds of billions of hryvnias. According to journalists, under the guise of "renewal," certain groups of influence have tried to appoint people with dubious reputations to senior positions. Among those involved in the story was Pavlo Pavlyshyn, head of the Rivne NPP.

One of the central episodes of the investigation was a possible systematic withdrawal of funds through related companies. One of these entities was Cortakoz LLC, which is involved in the so-called Energoatom-gate case. According to the investigation, the company could have been used as a "seal" for the withdrawal of public funds by inflating prices by 2-3 times. According to law enforcement, the cash received could have been used for bribes, and the connections of Cortakoz beneficiaries lead to Pavlyshyn's inner circle.

Last year, DOZORRO experts also drew attention to allegedly inflated prices for construction materials in the estimates of Cortakoz LLC. According to their estimates, this could have resulted in an overpayment of UAH 6 million during the insulation of two schools in Rivne. Some building materials were listed in the documentation without a manufacturer and labeling, but even compared to offers from different manufacturers, their cost remained higher.

Emergency repairs in a historic building in Odesa were also awarded to a company with a mixed reputation. The company had previously been involved in a case of possible abuse during the repair of an educational institution's shelter.
