Odesa Department of Municipal Economy Spent 90 Million on Elevators and Emergency Buildings

Since the beginning of 2026, the Department of Municipal Economy of the Odesa City Council has announced procurement for almost UAH 90 million. Most of the funds were allocated for major repairs of residential buildings, elevators, and emergency works after the damage caused by the war.

Intent analyzed the largest purchases of the department through the Zakupivli.pro platform. It is worth noting that the analysis is based on the expected value of procurement, as the initial price may decrease during auctions.

In the first months of 2026, the Department of Municipal Economy of the Odesa City Council actively conducted procurement through the Prozorro system. The largest expenditures included repairs to the housing stock, restoration of buildings after Russian attacks, reconstruction of elevators, and development of project documentation.

In January, the department announced procurement for the restoration of apartment buildings damaged by the war. In particular, these are overhauls on Oleksandr Kutuzakiy Street and Anatra Lane. In January, the total expenditures amounted to about UAH 2.26 million.

In February, the largest project was emergency repairs to a building on Rishelievska Street for more than UAH 11.2 million. The department also purchased telecommunication services, software, and staff development services. In total, procurement for UAH 11.4 million was announced in February.

In March, the department launched a series of tenders for the overhaul of elevators in high-rise buildings in Odesa. The cost of some of the purchases exceeded UAH 3 million. In addition, funds were used for technical supervision and maintenance of office equipment. In one month, the total procurement amount reached UAH 13.7 million.

April was the peak month for spending. The department announced dozens of procurements for elevator repairs, emergency work in the housing stock, and the restoration of damaged buildings.

Among the most expensive projects:

In April, the total amount of procurement amounted to almost UAH 59.3 million.

In May, the department announced a tender for the inventory of green spaces in Kyivskyi district of Odesa worth over UAH 2.2 million. The total expenditures in May amounted to UAH 2.23 million.

According to published procurement data, the total expected value of tenders and services announced by the department in 2026 is about UAH 89 million.

Also, the Service for Infrastructure Restoration and Development in Odesa region announced procurement for more than UAH 2.6 billion in the first five months of 2026 alone. Most of the money was spent on road repairs and reconstruction of facilities, while the institution spent hundreds of thousands of hryvnias on fuel, water, car maintenance and office needs.
