Mykolaiv City Council Returns Land Issues to Agenda Amid

At the session of the Mykolaiv City Council on April 29, a block of land issues that had previously been excluded at the request of MP Olena Kiselyova was returned to the agenda.

This became known during a video conference broadcast of the Mykolaiv City Council meeting.

The return was initiated by the head of the land commission, Olena Nesterenko. Mayor Senkevych supported the introduction of other issues, including small-scale privatization.

Deputy Maksym Kovalenko reminded the council of the rule of procedure that prohibits reconsideration of projects that have already been voted on and failed to gain support.

This legal position was confirmed by the Director of the Legal Department Yevhen Yuzvak. He explained that if a project has already been voted on and not supported, it cannot be returned for consideration during the continuation of the same session. Instead, documents that were simply withdrawn without a vote can be included again.

Deputy Fedir Panchenko, also from the Propozytsiya party, recalled that in previous years the city council had already had the practice of reconsidering issues, even those that were not adopted. In his opinion, delaying consideration for the sake of formalities only harms the work of the council.

Olena Kiselyova, who had previously requested that the land issues be removed from the agenda for a more detailed study, reacted sharply to the return of the land issues to the agenda. She regarded such actions as pressure on her deputy activities and violation of the regulations.

"If a colleague asks for time for revision, this should be respected. Re-inclusion without in-depth analysis and discussion is a neglect of deputy rights. And batch voting in such conditions is a non-transparent procedure," Kiselyova said.

According to her, the projects were not properly discussed in the commissions, and the meeting of the land commission was held without her participation - the MP was not invited. She emphasized that she had not been able to study the materials in full, and she considers the return of the issues for consideration to be premature and non-transparent.

Mayor Sienkiewicz replied that the deputies' proposals could be voiced and included in the agenda, and decisions were made by majority vote. He emphasized that he responded to the initiative of the head of the land commission, Nesterenko, but also mentioned Kiselyova's request. As a result, 29 deputies voted in favor of returning the land issues block.

Intent wrote that Mykolaiv Mayor Oleksandr Senkevych unexpectedly convened deputies of the Mykolaiv City Council to continue the 43rd regular session. The order to convene the session of the city council was published on April 29, and a plenary meeting in the format of a video conference was scheduled for that day, at 11:00 a.m. 33 out of 54 deputies registered for the online meeting.

It should be added that Mykolaiv city council has been holding sessions remotely for more than two years, but this format has been criticized for lack of transparency in voting and violations in the publication of materials. According to experts from the Committee ofVoters of Ukraine, the announcement of an online meeting should be published no later than one day before it starts, but often the agenda with draft decisions appears only the night before the session.
