Mykolaiv city council officials may have misappropriated funds

Law enforcement agencies in the Mykolaiv region have launched an investigation into possible abuse of office by officials of the Voznesensk City Council in connection with the repair of a municipal building.

This is evidenced by the relevant ruling of the Voznesensk City District Court of Mykolaiv Oblast.

Investigators believe that officials of the Department of Housing and Capital Construction, acting contrary to the interests of the service, could lobby the interests of controlled entrepreneurs, ensuring their victory in public procurement. According to the investigation, after concluding the contracts, such companies received payment for the work at significantly inflated rates, and the facilities were put into operation without proper verification of actual performance.

One of these contracts was the contract No. 87 of June 4, 2025, concluded between the Housing and Utilities Department and the Design Bureau of the Voznesensk City Council represented by the acting head Serhii M. and individual entrepreneur Volodymyr P. The subject of the agreement was the overhaul of the non-residential building E-1 of the Community Development Center at 20 Sobornosti Street. The cost of the contract was UAH 1 million 487 thousand from the local budget.

Already in June, the contractor drew up certificates of completion, which the client signed in full, which became the basis for the payment of funds. According to the Prozorro system, on September 19, 2025, the sole proprietor received a payment of more than UAH 984 thousand.

Investigators tried to get access to the customer's documents on the repair, but the court denied the request due to formal violations. The investigation is ongoing, and law enforcement officers are checking the circumstances of the repair and possible overpricing.
