Mykolaiv region uncovers alleged embezzlement during tower repair

The Pervomaiskyi City District Court in Mykolaiv region has granted police access to bank documents of several companies involved in the overhaul of water supply systems in the villages of Lukashivka and Chausove, Pervomaiskyi district.

This became known from the relevant court ruling.

Law enforcement officers suspect officials of the Syniukhino-Brid village council of possible embezzlement of budget funds that occurred during the implementation of projects to repair water towers. Criminal proceedings under the article on embezzlement or misappropriation of property on a large scale, committed by prior conspiracy by a group of people, were opened in September 2025.

According to the Prozorro system, the total amount of contracts under investigation exceeds UAH 1.25 million. These are two contracts concluded by the village council with Budkomplekservis Innovative Enterprise LLC and Teploenergoservis Innovative Enterprise LLC. In February 2024, Budkomplekservis received UAH 532.7 thousand for the repair of the Rozhnovsky water tower in the village of Lukashivka, and in March of the same year, Teploenergoservice received UAH 724.7 thousand for similar work in the village of Chausove.

The funds under both agreements were paid in full from the local budget to the accounts of these companies in a commercial bank. Investigators are currently checking whether the contractors actually purchased materials and performed the work in full, or whether part of the budget money was cashed out or transferred to other accounts.

To establish these facts, the court allowed the investigators to obtain detailed information from the bank about the movement of funds in the accounts of both companies. Law enforcement officers are seeking to determine who was the recipient of payments, what amounts were transferred, what balances remained after the transactions, and to establish information about the persons who had access to the accounts and made cash withdrawals.
