MPs from Odesa region prefer speeches in the Rada to work with voters

During the six years of their work in the Verkhovna Rada (from August 2019 to August 2025), MPs elected from Odesa region paid the least attention to working with voters and the most to speeches in the session hall.

This is evidenced by the results of the monitoring conducted by the expert team of the All-Ukrainian public campaign "Certification of Local Council Deputies" coordinated by the Odesa Committee of Voters of Ukraine.

Over the past six years, the Parliament has adopted 29% of the legislative initiatives submitted by MPs from Odesa Oblast: in total, MPs from Odesa and the region registered 1,754 bills, and 502 initiatives became effective.

Only three deputies exercised the right to submit a parliamentary inquiry in 2025. During the six-year period, MPs from Odesa Oblast spoke 1,561 times, with the bulk of their speeches being in public.

Instead, most of the elected representatives communicate through social media and rarely inform about personal receptions of citizens. The analysis showed that communication between MPs from Odesa region and voters remains limited, mostly one-sided, and concentrated on digital platforms. Facebook remains the main platform. Personal receptions of citizens and information about them are limited, and there is no schedule of receptions and addresses of most MPs' offices. The Rada's website contains only landline phone numbers and e-mails of the MPs, while social media of individual MPs provide additional means of communication.

The MPs rarely report publicly on their activities to the voters. The practice of public reports (in the format of an open meeting or at least publishing the text of the report) is extremely rare. In previous years, only a few examples of reporting by Odesa deputies were recorded, and none were found in the last year. One of the reasons may be that this activity is not required by law.

The monitoring assessed the activities of 13 MPs who are still fulfilling their mandate:

The report took into account some data on the activities of Artem Dmytruk, who is abroad and has been on the international wanted list since August 2024.
