More than 120 million: new radiation shelters to be built near Odesa

The Fontanska community of Odesa district planned to reconstruct shelters in a lyceum and a kindergarten worth more than UAH 120 million.

The Center for Public Investigations learned about this from the Prozorro platform.

On December 31, 2024, two tenders for the reconstruction of civil defense facilities, including shelters in educational institutions, appeared on the public procurement website. This concerns the Kryzhanivskyi Lyceum in the village of Kryzhanivka and the Hnizdechko Nursery School in the village of Fontanka.

The lyceum will be equipped with civil protection facilities, including shelters, radiation shelters and dual-purpose structures. The expected cost of the works is UAH 96 million 014 thousand.

A radiation shelter will also be built in the Gnezdechko kindergarten as part of the reconstruction. The budget of this project is UAH 26 million 993 thousand.

The customer of both tenders is the Education Department of the Fontanka Village Council. The deadline for submitting bids is January 17, and the auctions will take place on the same day in the format of open bidding with special conditions.

Open bidding with p eculiarities means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

Earlier, Oleksandr Lonchak, director of the Department of Education and Science of the Odesa Regional Administration, said that Odesa region was among the six regions where the European Commission will allocate 15 million euros for the construction of school bomb shelters.

According to Lonchak, the new bomb shelters will have a dual purpose: they will not only protect against danger, but will also be equipped as spaces where children can continue classes during alarms and hold various extracurricular activities.

In Odesa region, it is also planned to build a new radiation shelter in a school that was seriously damaged by the occupiers' missile attacks. The budget for the work was set at over UAH 117 million.
