Shelter in Chornomorsk Lyceum has risen in price by almost 20 million

The Capital Construction Department of the Chornomorsk City Council in Odesa Oblast has announced a tender to select a company that will be paid for the new construction of a dual-purpose civil defense facility at Chornomorsk Lyceum No. 3.

According to the Prozorro electronic procurement system, the auction is scheduled for January 10 in the format of an open tender with special conditions, and the winning company will have to complete the work by April 1, 2026.

The project was adjusted after the last tender, and now the expected purchase price is UAH 98 million 529 thousand. Earlier, the department had already conducted a procurement for this construction in September, when the expected procurement cost was determined at UAH 79 million 213.4 thousand. At that time, the only participant in the procurement was High-Rise Construction Holding, a limited liability company.

The company agreed to work for UAH 78.3 million, but later the procurement results were canceled and the bidding was also canceled due to the lack of offers. According to the YouControl service, High-Rise Construction Holding LLC was registered in Chornomorsk in 2009. The ultimate beneficial owners are: Giorgia Giorgiou, Demetris Demetriades, Maria Louli Shouftas from Cyprus.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
