Tatarbunary schoolchildren began to look for a breadwinner for more than 19 million

The Education Department of the Tatarbunary City Council has announced a tender to select a company that will organize hot meals for pupils of pre-school education institutions and students of general secondary education institutions.

The relevant information is available in the Prozorro e-procurement system.

The winning company is expected to provide the organization of:

• 32 thousand sets of three hot meals a day for pupils of preschool education institutions aged 2-4 years.
• 55 thousand sets of three hot meals a day for pupils of preschool education institutions aged 4-6 years.
• 134.4 thousand sets of one-time hot meals for pupils of general secondary education institutions aged 6-11.
• 20 thousand 100 sets of one-time hot meals for pupils of general secondary education institutions aged 11-14.
• 9 thousand 940 sets of one-time hot meals for students of general secondary education institutions aged 14-18.

The procurement is scheduled for January 7, 2025, in the format of an open tender with special conditions. Open bidding with special conditions means that almost all terms are shorter than those in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
