Millions for the MP's firm: who received the contract for the improvement of the hospital in Odesa

In Odesa, the company of a deputy of the Odesa Regional Council received a tender for the improvement of the regional hospital. The work should be completed by the end of 2025.

In Odesa, the company of a deputy of the Odesa Regional Council received a tender for the improvement of the territory of the Odesa Regional Clinical Hospital. The work involves major repairs to the landscaping and arrangement of a barrier-free space for people with various types of disabilities and should be completed by the end of 2025.

The tender was announced in early October 2025 by the Department of Capital Construction and Roads of the Odesa Regional State Administration. UAH 17.4 million was allocated for the project. Any contractor who provided a bank guarantee of 0.5% of the expected cost could participate in the procurement.

However, the auction did not take place: only one participant, Berezivkaagroshlyakhbud LLC, submitted an offer to reduce the price by about UAH 332 thousand. The contract with the company was signed on October 20, and the contractor has until December 31 to complete the work.

As it turned out, Berezivkaagroshlyakhbud LLC is owned by Odesa Regional Council deputy Prince Khachatryan and his brother Robert. According to the YouControl service, the company has been registered in Berezivka since 2003. The company's main activity is the construction of roads and highways. Since 2016, the company has been actively participating in government tenders and has already earned more than UAH 8 billion.

In 2025, its customers included the State Enterprise "Local Road Service", the Department of Capital Construction and Roads of the Odesa Regional State Administration, housing and communal services departments of local councils, and infrastructure units of the Kodymska and Berezivska communities.

According to the Chesno movement, Prince Khachatryan was elected to the Odesa Regional Council of the 8th convocation from the Opposition Platform - For Life political party, whose activities are currently banned by the Supreme Court. Civil society organizations characterize his activities as "buckwheat farming" - influencing voters through the distribution of goods, services or material goods.

The company is part of the Khachatryan family group of companies, along with DBC Agroshlyakhbud LLC, Gazlider LLC, and Pivdennyi Kaskad Plus PE. It has been repeatedly involved in large regional infrastructure projects, including the repair and maintenance of border crossing points. The company also took part in the installation of defensive concrete tetrapods on the Black Sea coast to counter possible enemy landings, with UAH 2.7 billion spent since March 2024. Some of the structures, installed in late spring 2024, have already been in the water.

Earlier, Berezivkaagroshlyakhbud LLC was involved in investigations into unauthorized construction on the territory of the Chaika health center in the nature protection zone, as well as in cases of tax evasion. In particular, in October 2025, taxes were paid after suspicion of the accountant, and the case was closed.

In 2025, the company received more than UAH 173 million for the operational maintenance of local roads in Berezovsky district. In 2024, Berezivkaagroshlyakhbud was among the top three winners of the largest public procurement in Odesa region, which confirms its role in the regional construction business and close ties with local authorities.
