Three companies from Odesa region won tenders worth billions: who are among the leaders

In 2024, three companies from Odesa region won several major public procurements.

This is stated in the material of YouControl.

Analysts, using data from the Prozorro public procurement system, analyzed 150 of the largest procurements in 2024. The total amount of these tenders amounted to almost UAH 65 billion. The winners were 95 companies, some of which won several tenders with the largest amounts.

In particular, 34 of the largest tenders totaling UAH 18.2 billion were related to construction and repair works. These tenders accounted for more than a quarter of the total procurement value.

The largest number of tender winners was registered in Kyiv (44 companies), Dnipropetrovska (14) and Odesa (11) regions.

AVTOMAGISTRAL-PIVDEN LLC became one of the largest winners of public procurement in 2024, taking 3rd, 9th and 10th place among the largest tenders. The company won four tenders totaling UAH 4.6 billion, three of which were among the ten largest by value. The sole shareholder of the company is Oleksandr Boyko from Odesa region. From 2017 to 2020, he was one of the beneficiaries of BETON COVERINGS AND TECHNOLOGIES LLC, along with Yevhen Konovalov and Yurii Shumacher, the latter of whom has been a member of the Odesa City Council since 2002.

Another company, ROSTDORSTROI LLC, which is part of the same financial and industrial group, was ranked 7th among the winners of the tenders, winning a tender for UAH 1.2 billion. It also won two more tenders worth UAH 1.3 billion. At the same time, the top ten most expensive tenders included the procurement of materials for road pavement worth UAH 190 million, where Parking+ LLC, a member of Rostdorstroy, won.

Another company from Odesa region, BEREZIVKAAGROSHLYAHBUD LLC, won a tender worth UAH 1.2 billion. One of the company's shareholders is a deputy of the Odesa Regional Council, Prince Khachatryan, who owns 82.86% of its authorized capital. According to bi.prozorro, the company won tenders totaling more than UAH 24 billion between 2001 and 2025.
