The favorite of public procurement wins another million-dollar tender for road repairs in Odesa

Rostdorstroy, a company owned by a deputy of the Odesa City Council, was awarded another contract to repair roads and sidewalks in Odesa without an auction. It will be paid more than 16 million from the budget.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

The customer was the Road Maintenance Department of the Odesa City Council. The open bidding with special conditions was held on October 8 with the only participant who registered in the system, and he became the winner.

Thus, the Odesa-based Rostdorstroy company will carry out routine repairs of roadways and sidewalks of municipal streets and roads. The list of sections includes 10 streets with a total area of 9,604 square meters. The repairs are to be completed by the end of December 2024.

For the services, the MP's company will receive UAH 16 million 447 thousand from the local budget.

The ultimate beneficiaries of Rostdorstroy LLC are currently Yuriy Shumacher, a member of the Odesa City Council and representative of the Trust the Deeds party, and businessman Yevhen Konovalov.

Last year, about 500 private commercial companies received almost UAH 150.5 billion from the state. Among the top five is Rostdorstroy LLC of theRostdorstroy group, which received UAH 7.6 billion in public tenders. The total value of the company's winning tenders is almost UAH 470 billion. The group includes two other companies that, together with Rostdorstroy, have received UAH 8.8 billion in public funds.

In January, the Commercial Court of Odesa Region considered a lawsuit filed by the deputy head of the Odesa Regional Prosecutor's Office against the Odesa Regional Infrastructure Restoration and Development Service and Rostdorstroy.

As stated in the court ruling, the prosecutor demanded to cancel the results of the tender to select a contractor to be paid for the overhaul of the public road Izmail-Kilia-Vilkovo, which the Service held in May 2021.

According to the agreement, Rostdorstroy LLC was supposed to complete the repairs by December 31, 2022, but due to the full-scale invasion, the completion date was postponed by additional agreements. And according to the prosecutor's office, the work never started. The company was supposed to receive UAH 500 million 84 thousand for the work.

Also last year, the Odesa Regional Prosecutor's Office challenged an agreement concluded in October 2021 between the State Enterprise "Local Road Service" and Rostdorstroy Limited Liability Company on the current minor repairs of public roads of local importance in Odesa district.
