Journalists discovered that the head of the Dnipropetrovsk region's tax authority owned apartments in Odesa at below-market prices

Yuriy Pavlyutin, acting head of the State Tax Service in the Dnipropetrovsk region, owns a number of properties in Odesa, Vinnytsia, and Dnipro, as well as a car and cryptocurrency, but the values he lists in his financial disclosure statement appear to be understated.

According to the publication 368.media, the most notable discrepancies concern properties in Odesa.

For example, journalists argue that a 128.5-square-meter apartment (purchased on September 19, 2023)—whose declared value, based on the latest appraisal, is 300,000 hryvnias—could not have cost that much, since, according to data from analysts of Odesa’s secondary housing market for that period, the average price was approximately 850–1,100 dollars per square meter; therefore, even by the most conservative estimates, the market value of such a property would have exceeded 100–140 thousand dollars (about 3.7–5.2 million hryvnias), meaning the discrepancy is 12–13 times.

Also, as noted in the publication, in July 2025, the declarant’s partner, Lyudmila Yankova, acquired three properties in Odesa:

Based on market prices in Odesa in July–September 2025 (approximately $1,150–$1,200 per square meter according to GIS “Uvekon” and other sources), these properties would be worth an estimated 2.6–3.5 million hryvnias for the two apartments alone. The discrepancy is again 10–12 times. The amounts for these three specific properties exactly match the three entries regarding the inheritance that Lyudmila Yankova received from Yuriy Bushmelov

Yuriy Pavlyutin receives a salary from the State Tax Service of Dnipropetrovsk Oblast and also holds a concurrent position as a leading research fellow at the Research Institute for Legal Support of Innovative Development of the National Academy of Public Administration under the President of Ukraine. He is a professor in the Department of Police Administrative Activities at Kharkiv National University of Internal Affairs.

His partner, Lyudmila Yankova, receives income from the Odesa Customs Office and the State Tax Service in the Vinnytsia region.
