A company suspected of overcharging was hired to renovate a building in Odesa

The Department of Municipal Services of the Odessa City Council has entered into an agreement with the limited liability company PJSC “Odessgolovpostach Repair and Construction Division” for emergency repair work on a residential building located at 63 Richelievska Street.

According to the Prozorro e-procurement system, the agreement was signed on June 29. 

The procurement was conducted without using the electronic procurement system, and the company had no competitors. The company must complete the repairs by December 31, 2027, and will receive 11 million 280.9 thousand hryvnias for this work. The building is located in a UNESCO-protected zone. In February, an attempt was made to conduct this procurement as an open tender with special conditions, but it was canceled.

According to the analytical service YouControl, the owner and director of PJSC “RBD ‘Odesgolovpostach’”is Oleksandr Friedman. The company has been in operation since 1998. In the past, it specialized in new construction and renovations.

In March, analysts from the monitoring portal Dozorro stated that during emergency repair work on a three-story building at51 Novoselsky Street—which hadbeen damaged multiple times by shelling—the company may have inflated the prices of certain construction materials. 

“Odesgolovpostach” began repairing that building back in the spring of 2025. At that time, a contract worth nearly 11.9 million hryvnias was signed with the company. In July, the press office of the Odesa City Council reported that the firm had begun dismantling the structurally unsound wing—including supporting structures, floor slabs, and walls. In addition, “Odesgolovpostach” began repairing the roof. However, by November, the contract value had been reduced to 3.9 million hryvnias due to adjustments to the design and cost estimate documentation. Analysts at the time estimated that the largest likely overpayment—1.2 million hryvnias—was for M25–35 shell limestone. 

In early 2026, the NGO “Center for Public Monitoring and Research” reportedthe launchof a pre-trial investigation into “Odesgolovpostach”regarding the possible overpricing of work during the reconstruction of the Odesa school.
