A company owned by a lawmaker was awarded a 4-million tender in Podilsk without any competition

The Department of Housing and Public Utilities, Architecture, and Land Relations of the Podil City Council in the Podil District of the Odesa Region conducted a procurement process to select a company to be paid for repairing a section of the street.

According to the Prozorro electronic procurement system, the project involves routine repairs to the roadway on Soborna Street from Nezalezhnosti Lane to the PUMB branch, located at 70-B Soborna Street in the city of Podilsk.

The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Berezivkaagroshlyakhbud.” If the contract is signed, the company will be required to provide the service by September 1, 2026, for 3,999,400 hryvnias. 

According to the YouControl service, the founders of “Berezivkaagroshlyakhbud” are Knyaz Khachatryan, a deputy of the Odesa Regional Council, and his relative Robert Khachatryan.The companywas registered in 2023. In addition to contracts in the Odesa region, the company is also actively operating in other regions, particularly in the Mykolaiv region, where it carries out road repairs.

In the Odesa region, the company has repeatedly been the sole bidder in tenders. For example, in June, the Department of Housing and Utilities, Construction, Public Works, and Infrastructure Development of the Kuyalnik Village Council in the Podilskyi District of the Odesa region conducted a procurement process to select a contractor to be paid for repairing a section of a street.

 Also in June 2026, the company owned by Odesa Regional CouncildeputyKnyaz Khachatryan and his relative Robert Khachatryan — Berezivkaagroshlyakhbud LLC — won the right to maintain the roads in the Berezivka District until the end of 2027 for the second time without any competition.

In November 2025, the state-owned enterprise “Local Road Service” conducted a procurement process to selecta company to be paid for the operational maintenance of public roads of local significance in the Podilskyi District. According to the Prozorro system, the sole participant in the tender was the limited liability company “Berezivkaagroshlyakhbud.” The contract was worth over 200 million hryvnias.
