Wage arrears in the Odesa region have exceeded 358 million

As of June 1, 2026, wage arrears at enterprises in the Odesa region had reached 358 million 63 thousand hryvnias.

This was reported by the Main Statistics Office of the Odesa region.

Most of these are enterprises located in the Odesa District. That district accounts for 91.1% of the arrears, or 326 million hryvnias. In second place is the Izmail District—13 million 563 thousand hryvnias, or 3.8% of the total arrears. The Bilhorod-Dnistrovskyi District accounts for 7 million 835 thousand hryvnias (2.2%), the Berezivka District with 4 million 617 hryvnias (1.3%), the Bolhrad District with 4 million 205 thousand hryvnias (1.2%), and the Podilsky District with 1 million 765 thousand hryvnias (0.4%). No arrears were recorded in the Rozdilnyanskyi District.

For the most part, this debt has accumulated over the years; for example, in the Bolhrad District, 100% of the debt is from previous years, in the Berezivka District—98%, in the Odesa District—89.2%, in the Izmail District—60%, in the Podilsky District—55.3%, and in the Bilhorod-Dnistrovsky District—53.4%.  

In January, analysts from the OpenDataBot platform estimated that the number of legal proceedings regarding wage arrears in 2025 in the Odesa region reached 530, thereby tying for fifth place with Rivne Oblast, which had the same number of cases. Overall, according to OpenDataBot, Ukrainian companies seta record high last year: 9,174 cases involving wage arrears against 488 companies. This is 30% more than in 2024 and the highest figure in the last five years. 56% of the wage arrears cases opened last year remain unpaid to this day. Last year, chemical manufacturers were the most frequent offenders in failingto paytheir employees: over 2,600 cases, or 29% of the total. Electricity and gas suppliers account for nearly as many debts (27%).
