Inaccuracies in the declaration of the former head of the IAS from Kherson region amounted to 13 million

In his declaration for 2022, the former head of the Borozensky Rural Military Administration in Kherson Oblast, Semen Moschenskyi , indicated inaccurate information about his property and assets worth more than UAH 13 million.

According to Anticorruption Dimension, this became known from a certificate of the National Agency for the Prevention of Corruption (NAPC).

The NACP found that the former official did not provide information about the apartment where his son lived. The 111.6-square-meter apartment was valued at UAH 5.3 million. Moschensky also indicated that he had cash savings, namely 60 thousand euros and 212 thousand dollars. He allegedly saved the money before 2016. However, the NACP found that from 2004 to 2015, the official's total official income amounted to 123 thousand hryvnias. He earned another 90 thousand hryvnias in 2016, when he entered the civil service.

Semen Moshchenskyi was appointed to the position of the head of the military administration of the Borozen community in September 2022. In September 2023, he was dismissed by a decree issued by Volodymyr Zelenskyi. Prior to his appointment, Moshchenskyi headed the first department of the Asset Finding and Tracing Department at the NACP.

At the same time, Semen Moschenskyi was not engaged in business activities and did not sell real estate. The official himself explained that the cash was given to him by his grandparents, and the National Agency also had doubts about this. Therefore, the difference between the family's real savings and the declared amount is UAH 7.6 million.

Thus, the NACP counted violations worth UAH 13.1 million. The official's actions are considered a criminal violation under the article on forgery.

Earlier, the National Anti-Corruption Bureau opened a criminal investigation into the alleged declaration of false information by former Deputy Prosecutor of Odesa Region Oleh Kornilov. In addition, judge of the Kyiv District Court of Odesa, Alla Malomuzh, failed to indicate in her declaration the rental of an apartment in the United Arab Emirates worth almost UAH 700,000.
