In the Kherson region, a state registrar with the executive committee is suspected of land fraud

Seven years later, the case involving possible land fraud in the Kherson region took a new turn. The court had to decide not only on compensation for damages but also on the fate of the suspect’s property

This was reported by Intent, citing a ruling by the Zavodskyi District Court of Mykolaiv. 

The case involves criminal proceedings that began back in 2019. According to law enforcement, the state registrar of the registration department of the Golopristansk City Council’s executive committee, having lawful access to state registries, repeatedly entered false information into them regarding ownership of land plots. According to the investigation, his actions could have caused the Bilozerska community losses amounting to hundreds of thousands of hryvnias.

Investigators claim that the registration actions were carried out based on documents containing false information. Some of the land was allegedly registered in the names of people who had already changed their last names, were abroad, had died, or had not even submitted applications for registration of ownership rights. Despite this, entries regarding their ownership of plots in the Bilozerka community appeared in the registry.

According to the case file, in just three instances, the community suffered losses of 152,000, 460,000, and 308,000 hryvnias. In total, the civil claim in the criminal proceedings amounts to 920,000 hryvnias.

In May 2026, the man was notified that he was suspected of unauthorized alteration of information in automated systems by a public official, specifically on multiple occasions.

To ensure potential compensation for the damages, investigators asked the court to seize a 2007 Renault Trafic owned by the suspect. However, the vehicle’s owner stated that the car had been destroyed as a result of flooding in the temporarily occupied territory.

The judge concluded that the vehicle had effectively ceased to exist as property, was located in the occupied territory, and could not be seized or sold. Consequently, the judge denied the investigator’s motion to seize the vehicle. Meanwhile, the criminal proceedings regarding possible illegal registration activities are ongoing.

Additionally, the former deputy head of the State Geocadastre’s Main Directorate in the Kherson region is suspected of organizing a scheme to illegally transfer 50 hectares of agricultural land in the Skadovsk district out of state ownership.
