In Pivdennoukrainsk, lawmakers blocked the closure of a municipal enterprise due to the risk of losing 15 million

In the city of Pivdennoukrainsk, Mykolaiv Oblast, city council members considered the possibility of liquidating the municipal book-selling enterprise “Kobzar,” but did not support the decision to liquidate it.

This was discussed at a meeting of the Pivdennoukrainsk City Council’s Committee on Housing Policy and Public Utilities.

The draft resolution on the liquidation of the “Kobzar” municipal enterprise was developed by the Housing and Utilities Department at the request of the balance sheet commission.

The document provided for the liquidation of the enterprise, the creation of a liquidation commission headed by Maria Drozdova, and the submission of the relevant documents to the state registration authority.

During the preparation of the draft, it was discovered that a revolving fund of 15 million hryvnias was linked to “Kobzar.”

In the event of the enterprise’s liquidation, the liquidation commission would have had to demand the early repayment of these funds from the homeowners’ associations that had received them—the funds would have been used to repay the enterprise’s debts.

Commission members considered three possible scenarios for the company’s future: liquidation, merger with the “Krytyi Rynok” municipal enterprise, or an attempt to resume the municipal enterprise’s operations.

Council members emphasized that the company’s situation is critical—it has significant debts, and no primary accounting records have been maintained at all for the past two years.

Previously, deputies had already proposed conducting a full audit of the enterprise, but funds were not allocated for this—because previous audits had yielded no results.

According to commission members, only one person—a salesperson—is currently working at the enterprise. The enterprise’s inventory has decreased by approximately 300,000 hryvnias over the last period.

As of the beginning of the month, the “Kobzar” municipal enterprise’s accounts payable totaled about 1.1 million hryvnias, of which 650,000 were funds that the city had allocated to support the enterprise through the “Krytyi Rynok” municipal enterprise.

During the vote on the company’s liquidation, commission members voted as follows: two voted “against,” and one “abstained.” The resolution was not adopted.

Instead, the commission supported a formal instruction to the legal department to contact law enforcement agencies regarding the critical condition of the “Kobzar” municipal enterprise. All commission members present voted in favor of this decision.

Recently, a municipal military administration (MMA) was established inPivdennoukrainsk. It is headed byIvan Kukhta, the former head of the Snigurivka MMA.
