In Odesa region, a contractor has been selected to build a shelter at a lyceum for 119 million

The Department of Urban Development, Architecture, Land Management, Ecology, Housing and Communal Property of the Mayakivka Village Council of Odesa Oblast has held a tender for the construction of a shelter for the lyceum.

According to the announcement in the Prozorro electronic procurement system, it is a new construction of a dual-purpose building with anti-radiation properties on the territory of the Mayakivsky Lyceum, the Center for Public Investigations reported.

The expected cost of the procurement was UAH 122 million 553.7 thousand, and the procurement format was open bidding with special features. However, five companies took part in the auction:

The winner was initially determined to be Berg Group LLC, which agreed to work for UAH 110 million 190 thousand, but the company's proposal was eventually rejected because it did not eliminate inconsistencies in the tender documentation in time. The winner was Flagman SPC LLC, which offered its services for UAH 119 million 999 thousand 998.

According to the YouControl service, SPK Flagman LLC was registered in Odesa in 2017. The owner is Dmytro Furman. Since the beginning of 2025, the company has participated in five tenders and won two.

The second auction for this lot was held on July 9. Despite the format that allows only one bidder, three bidders took part in the auction: Berg Group Limited Liability Company, Erfolg 2017 Private Enterprise, and Centerbud Construction Limited Liability Company.

The lowest bidder was Berg Group LLC, which offered UAH 82 million. However, the company was given until July 10 to eliminate inconsistencies in the tender documents, but its proposal was subsequently rejected.

According to the YouControl service, Berg Group LLC was registered in 2022 and is owned by Svitlana Sadova from Kherson.

The company also participated in the first auction. Its competitors then were limited liability companies, Ukrservicegroup, Stani Magnum and Bereg Trans Bud.

The winner was Ukrservicegroup LLC, which agreed to work for UAH 112 million. The company will have to complete the work by March 31, 2026, if the agreement is signed. According to the YouControl service, the company was registered in Odesa in 2006 and is owned and operated by Oleksandr Myach, a resident of Kryvyi Rih.
