In Mykolaiv, part of a rehabilitation center was leased without a bidding process

The property of the Mykolaiv Regional Children’s Hospital is being prepared for a new use. Following a request from a potential tenant with state funding, council members paved the way for the transfer of part of the premises without a bidding process. 

At a session of the Mykolaiv Regional Council, deputies adopted a resolution to include a second-type real estate property—jointly owned by the region’s territorial communities—in the list of properties to be leased without an auction.

This refers to non-residential built-in premises with a total area of 292.3 square meters, located on the first floor of a two-story building belonging to a branch of the Mykolaiv Regional Children’s Clinical Hospital —the “Dubky” Medical Rehabilitation Center on Kosmonavtiv Street.

According to the decision, the premises will be leased without an auction to house state authorities, local self-government bodies, or other institutions and organizations funded by the state or local budgets. This provision is set forth in the legislation governing the lease of state and municipal property.

The explanatory note states that an application to lease the premises has already been received from a potential tenant funded by the state budget. This served as the basis for classifying the property as second-category, which allows for the conclusion of a lease agreement without a competitive bidding process.

The entity responsible for the premises is the Mykolaiv Regional Children’s Clinical Hospital, a nonprofit public institution under the Mykolaiv Regional Council, and the regional council itself will act as the lessor. 

In addition, members of the Mykolaiv Regional Council supported the launch of the process to establish supervisory boards in healthcare facilities jointly owned by the region’s territorial communities.

According to the new requirements, starting January 1, 2027, the National Health Service of Ukraine will enter into contracts for the provision of medical services to the public with supra-cluster and cluster municipal healthcare facilities only if they have a functioning supervisory board.
