Hospital management is being reformed in the Mykolaiv region

Members of the Mykolaiv Regional Council supported the launch of the process to establish supervisory boards at healthcare facilities jointly owned by the region’s local communities.

The corresponding decision was adopted during the 37th extraordinary session of the regional council.

During the meeting, it was noted that the requirement to establish supervisory boards is stipulated by Resolution No. 250 of the Cabinet of Ministers of Ukraine dated February 25, 2026.

According to the new requirements, starting January 1, 2027, the National Health Service of Ukraine will enter into contracts for the provision of medical services to the population with supra-cluster and cluster municipal healthcare facilities only if they have a functioning supervisory board.

In this regard, the deputies supported the launch of the regulatory process for establishing supervisory boards at healthcare facilities in the Mykolaiv region. Regulations on specific issues related to their formation were also approved, and the chair of the regional council was tasked with carrying out certain responsibilities regarding the formation of a selection committee to recruit independent members for the supervisory boards.

As noted during the session, forming supervisory boards is a lengthy process, so it was decided to begin preparations well in advance.

The draft resolution was preliminarily reviewed and supported by the relevant deputy committees and the presidium of the regional council. During the vote, it was supported by 41 deputies who participated in the meeting.

As a reminder, the heads of Mykolaiv’s municipal non-profit healthcare enterprises reported over 27.9 million hryvnias in income for 2025.

The study covered the heads of City Hospitals Nos. 1, 3, 4, and 5; City Children’s Hospital No. 2; Maternity Hospital No. 3; and Primary Health Care Centers Nos. 1–7.

At the same time, members of the Mykolaiv Regional Council declared over 153 million hryvnias in income and nearly 295 million hryvnias in savings for 2025.
