On July 17, a meeting of the Mykolaiv City Council’s Standing Committee on Human Rights was canceled. The reason was the widespread absence of council members; only two were present.
Committee Chair Olena Kiselova reported this during a live broadcast .
According to her, the committee meeting was scheduled to begin at 11:37 a.m., but the council members who had previously confirmed their participation were unable to join—due to technical or personal reasons.
“Currently, only I, Committee Chair Olena Vasylivna Kiselova, and Mykolaiv City Council member Artem Oleksandrovych Ilyuk are able to join the live broadcast. In other words, only two council members are online today,” she said.
Due to the lack of a quorum, it was impossible to hold the committee meeting.
Kiselova asked the council’s administrative staff to send an official letter, signed by the council secretary, to each committee member, as well as to the leaders of the factions and deputy groups, regarding attendance at meetings.
“I ask that the letter include a request for each council member to personally indicate when they can attend committee meetings, and that they write this down themselves,” the committee chair noted.
She emphasized that occasional absences are possible, but the systematic absence of council members from meetings is already an “anomaly,” and the situation needs to be investigated.
“We need to determine whether a council member is required to attend at all or not,” Kiselova added.
As a result, the meeting was officially adjourned without any issues being considered due to the lack of the required quorum.
