Kherson approved the program "Children of Kherson" for 2026-2028. Almost UAH 21 million 900 thousand will be allocated from the budget.
The corresponding order was signed by the head of the Kherson City Military Administration Yaroslav Shanko.
The goal of the program is to create an effective system of support for children and families with children, to ensure the right of every child to a safe and stable family environment, and to develop a system of health improvement and recreation for children.
The program includes measures to develop family-based forms of upbringing, reintegrate children into biological families, prevent social orphanhood, and provide assistance to families in difficult life circumstances, taking into account the security situation.
A separate block of the program is dedicated to children's health and recreation, strengthening their physical and mental health, increasing the availability of such services, as well as strengthening national and patriotic education and comprehensive development of children in the Kherson community.
The program will be funded for three years. In 2026, it is planned to allocate UAH 6 million 752 thousand for its implementation, in 2027 - UAH 7 million 265 thousand, in 2028 - UAH 7 million 878 thousand.
As of November 1, 2025, 403 orphans and children deprived of parental care were registered with the children' s services in Kherson.
Earlier, the media reported that, according to the MVA, about 5,000 children remain in Kherson, which is about 12% of the city's population.
Yaroslav Shanko, the head of the Kherson MBA, admits that this is a significant number for a city in the zone of active hostilities. At the same time, there are practically no children in the Korabel, Antonivka, and Sadove neighborhoods. Mostly elderly people live there: in Antonivka, there are just over 20 people, in Sadove - up to 20, and in Korabel - over 200.
