Fraudulent repairs of outpatient clinic and schools exposed in Odesa region

Two private companies colluded during tenders for capital repairs in Odesa region. They were fined half a million hryvnias.

This is reported on the website of the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine.

It is a case of collusion between the companies ATRIY and Yuzhspetstrade during tenders for the insulation of the facade of a house in Tairovo, repair of an outpatient clinic in Ryasnopol, overhaul of the school territory in Pivdenne and a sports ground in Hradenytsi. The tenders were held back in 2020.

Following the investigation, the Antimonopoly Committee found that the companies coordinated their actions during the preparation and participation in the procurement, violating the legislation on public procurement and economic competition.

The Administrative Board of the AMCU recognized their behavior as an anti-competitive conspiracy that distorted the bidding results. For these violations, both companies received fines totaling UAH 544 thousand.

According to the YouControl analytical system, Yuzhspetstrade Private Enterprise was founded on January 5, 2011, in the city of Pivdenne, Odesa region. The director is Gennadiy Burlaka, the ultimate beneficial owner is Mykola Fedorovych. The authorized capital is UAH 1,000. The main activity is specialized construction works. The largest customers by tenders are the Capital Construction Department of Yuzhne City Council, Chornomorsk Vodokanal, Vyzyr Village Council and other local authorities. Over the last period, the company has participated in 22 tenders, of which it received more than UAH 30 million from Pivdenne alone. In recent years, the management and owners have changed several times, and the company's activities have gradually expanded.

Private enterprise ATRIY was founded on July 22, 2004 in Zaporizhzhia. The director and owner is Aliakbar Safarov. The authorized capital is UAH 100. The main activity is the construction of residential and non-residential buildings, but the company is also engaged in a wide range of construction, repair, electrical, plumbing, architectural, engineering, and equipment and real estate rental.

In the past, the company has changed its address and managers several times, with the last change of management being Aliakbar Safarov replacing Alexey Ivanov. In 2024, the company's total sales amounted to over UAH 2.5 million.
