For the second time, a deputy received the right to build a shelter in a kindergarten in Odesa region without an auction

Stepanivka village council of Rozdilnyansky district, Odesa region, has conducted a procurement to select a company that will build a dual-purpose building with radiation protection features on the territory of the Romashka preschool education institution.

The relevant announcement was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features and the only participant was Fortecya.VL Limited Liability Company. According to the YouControl service, the company is owned by Viktor Lokhmatov, who is also a deputy of the Saratsk village council. The company was registered in 2017 and expects to receive UAH 18 million 100.1 thousand if the deal is concluded.

It should be noted that the project was adjusted and the price of the work more than doubled after the correction. In May 2024, the village council was already looking for a contractor to build this shelter, but for more than 7 million. At that time, an agreement was concluded without an auction, through an open bidding format with special features, with the limited liability company Flash Stroy. VL". According to the declaration of MP Viktor Lokhmatov, published by the National Agency for the Prevention of Corruption, he owns 100% of Flash Stroy. VL LLC.

The company did not receive any money for its work in 2024 because the contract was terminated. The fact is that the village council did not receive a building permit. The project documentation was developed without taking into account the requirements of building codes, standards and regulations.

In general, a number of companies are associated with the MP and his family: Comfort LM LLC, Forwater-SV LLC, Phoenix. S LLC and Remservice VVS LLC.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law On Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
