Financial fraud in the Jewish Hospital in Odesa: violations worth more than 10 million revealed

During the audit of Odesa City Clinical Hospital No. 1, better known as the Jewish Hospital, violations totaling more than UAH 11 million were found, of which 10.5 million were financial losses and lost funds.

According to the Southern Office of the State Audit Service, the audit was conducted for the period from early 2020 to mid-2024.

The auditors found irregularities in payroll, which led to losses of UAH 7.6 million. In particular, the hospital overstated the volume of medical services provided by adding to the reports medical teams that did not start working during the specified period, which cost the state an extra UAH 2.5 million. In addition, the hospital overpaid the unified social tax and incorrectly recorded patients to pay for computed tomography services, which led to additional losses of UAH 311.5 thousand.

It was also found that the hospital did not receive UAH 111 thousand for renting premises due to reduced rates, and untimely transfer of income from the sale of silverware deprived the city budget of another UAH 4.4 thousand.

In addition, the inventory revealed a shortage of materials worth UAH 32.7 thousand, as well as surplus materials worth UAH 471.6 thousand.

Following the audit, the audit materials were submitted to the SSU, the BES and the Odesa City Council.

The audit materials were handed over to the SBU, the Bureau of Economic Security and the Odesa City Council.

Earlier, the City Council selected a contractor to restore the surgical pavilion of Hospital No. 1. There was only one bidder, so the Capital Construction Department did not have to choose the cheapest bidder. On September 13, the agreement was signed with Exterior Design LLC. The contract value for price adjustment is UAH 167 million 938 thousand.
