DIU intelligence officers blocked the Zhovten sanatorium in Koncha Zaspa, where military units were illegally deployed. The security forces claim that the facility belongs to them and demand to regain control.

In Koncha Zaspa, representatives of the Main Intelligence Directorate and soldiers of the A4005 military unit clashed with weapons on the territory of the Zhovten sanatorium. The DIU claims that the military were illegally staying at the facility and are trying to regain control of it.
According to UP's sources in law enforcement and the General Staff, on the evening of December 3, representatives of the GUR entered the sanatorium, broke down the gate and fence, fired in the air and on the ground, and detained 10 soldiers of the A4005 military unit, injuring them. Later, the prisoners were released, and the intelligence officers barricaded themselves on the territory and refused to let other officials and law enforcement officers in.
Representatives of the NPU, the Main Department of the Military Police, the military commander of Kyiv region and the leadership of the KOVA were involved in the incident. A unit of the State Bureau of Investigation was also called to the site to seize the sanctioned property, but the arrival of the bureau was not recorded. Later, the Deputy Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, arrived at the site.
The DIU emphasizes that their military are staying at the facility legally: the owner of the land plot signed a direct contract with the unit for the duration of martial law, and all documents were provided to the police, the Military Police and the military administration of Kyiv. Any disclosure of information about the deployment of the units could endanger the lives of the personnel.
According to the sources, the owner of the land is a company associated with businessmen Borys Kaufman and Oleksandr Granovsky, who plan to build up the territory of the sanatorium. The military unit is renting the premises on the basis of a combat order from the commander of the Land Forces and the approval of the military administration and the director of the Zhovten sanatorium.
Previously, the sanatorium was under court arrest (2020), in 2022 the SBI initiated the return of the facility to state ownership, and part of the property and land was transferred to a private company associated with Kaufman. The tender for a new manager was never held, and the company's debts contributed to the bankruptcy proceedings.
Over the past month, the DIU has repeatedly demanded that the territory be vacated, claiming that other military formations were illegally present at the facility.
Back in 2021, the Pechersk District Court of Kyiv seized 45 complexes worth about UAH 5 billion, including resort sanatoriums in Odesa and Odesa region. In addition to the Odesa sanatoriums, the illegal withdrawal of certain facilities from state ownership was recorded, including the Zhovten sanatorium in Koncha Zaspa.
In July 2025, ARMA announced an auction to select a manager for the seized sanatorium. The first tender started on June 2 and was attended by only two companies, whose actions, according to media reports, were coordinated with each other, and whose connections led to Odesa businessman Borys Kaufman and Lviv-based Ihor Kryvetskyi. After the media outcry, the transfer of the Zhovten sanatorium was suspended.
