After two unsuccessful attempts to sell 68 cardboard boxes of TORAY desalination equipment at English auctions, the National Asset Recovery and Management Agency (ARMA) has switched to the Dutch format.
This was reported in the Prozorro.Sale system.
The starting price is the same as during the second auction - UAH 54 million 832 thousand. The first price was UAH 109 million 664 thousand.
It was about equipment for the organization and operation of a desalination plant with a capacity of 11,300 cubic meters per day based on reverse osmosis, which was purchased from Marubeni Corporation (Japan). According to the results of the visual inspection, the actual polyethylene packaging of the equipment is in an isolated state without damage or tears, but the outer wooden boxes are in an unsatisfactory condition due to long-term storage, which will not allow the transportation of the latter without replacing the packaging.
A hybrid Dutch auction is a price reduction bidding in which the initial value of the lot is reduced step by step until one of the participants stops the reduction. Then comes the stage of closed bids: other participants can offer a price higher than the fixed price. The winner is the one who offered the highest amount. However, the participant who stopped the decline in the first stage has the right of last resort and can outbid the opponent's maximum price in the third stage. The auction starts even without participants, as it is possible to join after the start. It is used to sell assets whose market value is difficult to determine: overdue loans, property of bankrupt banks, or in the case of unsuccessful English auctions.
The equipment was transferred to ARMA based on a decision of the Shevchenkivskyi District Court of Kyiv in 2018. The asset is located on the territory of the Black Sea Logistics Center Limited Liability Company.
