Deputies of Odesa Regional Council convened for an important session

The twenty-ninth session of the Odesa Regional Council of the eighth convocation is scheduled to take place tomorrow, December 4, 2025, in the session hall of the regional council.

The relevant order of the Regional Council Chairman Hryhorii Didenko was published on the official website of the Council.

MPs of Ukraine, the head of the Odesa Regional State Administration and his deputies, the head of the Odesa Regional Prosecutor's Office, the head of the Main Department of the National Police in Odesa Region, the head of the SBU Office in Odesa Region, the head of the Odesa City Administration, the acting mayor of Odesa, the secretary of the Odesa City Council, and a representative of the Ukrainian Parliament Commissioner for Human Rights in Odesa Region were invited to the session.

One of the main issues planned for the session is the approval of the regional budget for 2026, as well as the accompanying targeted programs, which determine the financing of the social sphere, healthcare, education, infrastructure facilities and community support.

In addition, the following issues are planned to be considered:

  • The activities of the regional council and its bodies.
  • Targeted programs, concepts and urban planning.
  • Objects of joint ownership of territorial communities of villages, towns and
  • and cities of the region.
  • Land relations.
  • On the establishment, liquidation, change of name, approval of charters
  • of municipal enterprises and institutions, amendments to them, and their activities.
  • Other issues within the competence of the regional council.
  • Appeals of deputies.
  • Deputies' inquiries.

The deputies also plan to appeal to the Verkhovna Rada with a request not to adopt the draft law on the digitalization of enforcement proceedings.

The appeal was initiated by the Batkivshchyna party faction.

The appeal states that the draft law provides for the automated collection of funds and property from debtors, including housing, if its value exceeds approximately UAH 160,000. The document emphasizes that such a rule could lead to "mass evictions of citizens" and violation of the right to housing.

The agenda also includes several high-profile personnel and financial decisions. Among them is a project to dismiss the director general of the regional medical center , Vadym Shukhtin, due to financial and organizational violations found during the inspection of the institution.

In addition, it is known that deputies from the banned political force Opposition Platform For Life, Serhiy Biba and his colleague from the Servant of the People party , Vitaliy Vitikach, are planning to be deprived of their powers ahead of schedule.

The previous meeting of the regional council was held on September 12.

On the eve of that session, the chairman of the regional council, Hryhoriy Didenko, became involved in a corruption scandal: The High Anti-Corruption Court of Ukraine granted the application of the prosecutor of the Specialized Anti-Corruption Prosecutor's Office (SAP) and arrested an apartment and non-residential premises owned by Yulia Didenko, a member of the Ukrainian parliament and wife of the regional council chairman. On August 26, the prosecutor's office filed a lawsuit with the court demanding that the assets of the MP, her husband, as well as her mother Lyubov Syrota and brother Kostyantyn Syrota be declared unjustified.
