Dalnytsia Village Council Announces Tender for School Meal Services

The Dalnytsia Village Council of Odesa District, Odesa Region, has announced a tender to select a company that will organize meals for children in educational institutions of the Dalnytsia Village Council of Odesa District.

This is reported in the Prozorro electronic procurement system.

The procurement is scheduled for March 3 in the format of open bidding with special features with an expected purchase price of UAH 12 million 547 thousand.

The company will have to provide:

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law On Public Procurement. That is, this procurement is much faster than open bidding.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Centers for Financing and Economic Activity of Educational Institutions in Prymorskyi and Kyivskyi districts of Odesa announced a procurement to find companies that will be paid to maintain fire alarm systems in schools and kindergartens.

The winning company will have to maintain evacuation control systems, centralized fire surveillance systems, and automatic fire extinguishing systems until December 31, 2025, in 87 educational institutions in Prymorskyi district and 11 institutions in Kyiv district. The procurement is scheduled for January 15 and 16.
