Conservator of architectural monument elected in Odesa

The Capital Construction Department of the Odesa City Council has held a tender to select a company that will be paid for priority emergency and conservation work on the restoration of the circular building, an architectural monument of national importance.

This was reported in the electronic procurement system Prozorro.

It is the building of the municipal non-profit enterprise "City Clinical Infectious Diseases Hospital" in Odesa at 5/7 Pastera Street. The procurement was conducted in the format of open bidding with special features, and the only participant was the private joint-stock company "Repair and Construction Site "Odeskolovpostach".

After signing the agreement, the company will have to complete the work by December 31, 2026, and receive UAH 68 million 558.3 thousand for it.

What we know about the company

According to the YouControl service, the owner and manager of PJSC RBD Odeskolovpostach is one person - Oleksandr Fridman. The company has existed since 1998. In 2024, the Capital Construction Department of the Odesa City Council changed its mind about signing an agreement on the reconstruction of the building of school No. 39 at 20 Uspenska Street with the private joint-stock company "Repair and Construction Site Odeskolovpostach".

This tender was similar to the agreement on the renovation of the Kyiv Court of Odesa. In September 2024, the company won the tender without competitors, but due to public protests, the Odesa City Council was forced to cancel the procurement.

In 2021, the Center for Public Investigations compiled a rating of companies that won tenders announced by the Road Maintenance Department of the Odesa City Council within 9 months of that year.

Among the ten largest recipients of funds from the department were Odeskolovpostach Repair and Construction Section, Dorstroy PE, and Eurodor Limited Liability Company. The latter won the third tender, which provided for repairs on one Inglesi street only, from Kosmonavtiv Street to Ivan and Yurii Lyp Street.
