Company's property seized in case of embezzlement in the army in Mykolaiv region

Mykolaiv court seized the company's property in the case of embezzlement of funds allocated for the needs of the Armed Forces. Investigators suspect the head of Mykolaiv Municipal Electricity Department of collusion with entrepreneurs and the company's director.

This is evidenced by the decision of the Central District Court of Mykolaiv.

The property of Katrusia Company, which was seized during a search as part of criminal proceedings over the misappropriation of funds allocated for the needs of the Armed Forces of Ukraine, was seized.

According to the ruling, the case was opened under Part 4 of Article 191 of the Criminal Code of Ukraine - "Misappropriation, embezzlement or seizure of property by abuse of office on a large scale or by an organized group".

The investigation established that in 2022-2023, the head of the Mykolaiv Housing and Maintenance Department of the Logistics Forces Command of the Armed Forces of Ukraine entered into a criminal conspiracy with a number of private entrepreneurs and the head of a private company. In particular, the defendants in the case are individual entrepreneurs and the director of the private enterprise Firm Agropromservice.

As part of this case, on May 8, 2025, law enforcement officers conducted a search at the legal address of Katrusia Company LLC in the city of Nikopol, Dnipro region. As a result of the search, law enforcement officers seized a number of material assets that, according to the investigation, may be of evidentiary value in criminal proceedings.

The seized property includes an iPhone 14 Pro Max mobile phone, contracts, invoices, bills, monoblocks, etc. The investigator's decision recognized all the seized property as material evidence in the case. The court granted the prosecutor's motion and seized the property to ensure the preservation of material evidence and further investigation.

The sanction of Part 4 of Article 191 of the Criminal Code of Ukraine provides for a sentence of imprisonment for a term of 5 to 12 years with confiscation of property and a ban on holding certain positions. The investigation is ongoing.

Also in Mykolaiv, law enforcement officers are investigating alleged price gouging in the procurement of timber for defense purposes. According to the investigation, in 2022-2023, officials of the Mykolaiv Housing and Maintenance Department (KMD) purchased timber without tenders and at inflated prices, which could have led to the embezzlement of more than UAH 10 million.

The department is headed by Colonel Oleksandr Martsokha, who was suspected of abuse of office last June. Earlier, the KEU was repeatedly mentioned in the media because of suspicious purchases of coal and beds, as well as repairs of barracks and headquarters carried out by firms with signs of fictitiousness.
