Former Kherson City Council official arrested in Mykolaiv

A former official of the Kherson City Council made a career leap after the city was seized, but under the flag of the occupiers. He moved from the mayor's office to the head of a pseudo-ministry, becoming one of the faces of the Russian administration.

This is evidenced by the decision of the Central District Court of Mykolaiv.

According to the investigation, after the capture of Kherson by Russian troops in 2022, the citizen of Ukraine agreed to become the acting deputy of the so-called "Minister of Agriculture and Fisheries" of the occupation administration. Since September 2022, he has actually managed the production processes in the illegal body, held meetings, gave instructions to his subordinates and monitored their implementation.

Investigators note that the suspect was one of the most active representatives of the occupation structure. This is confirmed by the testimony of witnesses who worked in the illegally created authorities. They said that the man organized the work of the "ministry", distributed tasks and personally supervised the activities of the units.

In addition, according to the SBU, in November 2022, the suspect left for the temporarily occupied territory of Kherson region together with the occupation administration, where he has been staying and continues to cooperate with the enemy.

The court granted the investigator's request and imposed a custodial measure of restraint on him. After his detention, he is to be taken to the place of proceedings, where the issue of a preventive measure will be reconsidered no later than 48 hours later.

The Prosecutor General's Office notified Vyacheslav Roshchin of suspicion on February 20, 2026. He is a native of the village of Sagi in the Kherson region and lived in Kherson.

As Intent wrote, before the full-scale invasion, Roschin worked in the structure of the Kherson City Council - he held the position of head of the sector of interaction with law enforcement agencies in the Department of Legal Policy and Quality.
