Analysts investigate funding of TRS in Mykolaiv region

The Center for Public Investigations continues to check the budgets of all communities in Mykolaiv Oblast for 2022-2025. The analysts found out how much money the local authorities actually allocated for territorial defense and preparation of residents for resistance.

This became known to the analysts of the Center for Public Investigations.

The analysts divided the district's communities into three groups based on their attitude to funding for territorial defense (TDF). The overall picture was disappointing: in total, over four years, the communities spent 438.8 million hryvnias on landscaping, while only 26.4 million hryvnias were spent on supporting the territorial defense.

Who financed TROs on a regular basis?

Only three communities have consistently allocated funds for defense every year, but the figures vary greatly:

Some communities remembered about defense only at the beginning of the full-scale invasion:

CPR analysts point to a dangerous trend: while in 2022 all 8 communities in the district allocated funds for defense , in 2025 only 3 of them remained.
