In total, in 2022-2025, the communities of Odesa district spent UAH 767.2 million to support territorial defense and UAH 5.5 billion on landscaping and maintenance.

Thus, the budget expenditures of the Bilyayiv community in 2022 actually amounted to UAH 248.5 million. They spent UAH 834.4 thousand to support the terrorist defense. At the same time, expenditures on landscaping amounted to UAH 16.4 million. For four years, with a budget of UAH 268.8 million in 2023, UAH 434.7 million in 2024, and UAH 372.3 million in 2025, spending on the TRO did not increase: UAH 411.2 thousand, 136 thousand, and 348 thousand, respectively.
At the same time, spending on landscaping still exceeded spending on maintenance and repair: UAH 16.4 million in 2023, UAH 21 million in 2024, and UAH 24.4 million last year.
Territorial defense is a holistic mechanism that brings together military units, local authorities and civil society to ensure security and defense at the local level. It is not only about the formation of TRO brigades, but also about preparing the population to resist the aggressor.
In 2022-2025, the Avanhardivka village council also increased funding for terrorist defense. Thus, in 2022, with a budget of 320.3 million hryvnias, they spent 9.5 million hryvnias to support territorial defense. In 2023, the community's budget was already UAH 667.8 million, the TRO was financed by UAH 14.1 million, and UAH 15.5 million was allocated to the terrorist defense in 2024, with total budget expenditures of UAH 556.5 million. Last year, UAH 17.1 million out of UAH 595.4 million of the total budget was spent on territorial defense. At the same time, spending on landscaping for the same period amounted to UAH 18.1 million, UAH 10.3 million, UAH 10.2 million, and UAH 19.9 million, respectively.
In 2022-2025, the Yaskivska and Nerubaiska communities did not spend a single hryvnia from their local budgets on territorial defense measures. However, despite the complete lack of funding for TROs, these communities spent on landscaping in all years.
In particular, the total budget expenditures of the Yaskivska community over four years amounted to UAH 408.6 million, and those of the Nerubayska community - UAH 1.3 billion. These communities spent a total of UAH 13.8 million and UAH 180.9 million on landscaping, respectively.
Thus, the distribution of funds between landscaping and TRP in Bolhrad district is not in favor of territorial defense, as well as in Bilhorod-Dnistrovskyi district, Berezivskyi district and Bolhrad district.
