The municipal non-profit enterprise Chornomorskaya Hospital in Odesa Oblast has announced a tender to select a contractor to replace an elevator in one of the hospital's buildings.
This is reported in the electronic procurement system Prozorro.
The auction is scheduled for November 6 in the format of open bidding with special features. The expected purchase price is UAH 2 million 36.5 thousand.
Open bidding with special features means that almost all terms are shorter than those in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
Meanwhile, elevators in five apartment buildings on Nebesna Sotnya Avenue will be repaired for UAH 10.4 million. Also, the municipal utility company Housing and Communal Service Chornomorsky held a tender to select a company that will be paid for elevator maintenance and operation services.
Prior to that, the Department of Municipal Economy of the Odesa City Council conducted a procurement to select a company to overhaul the elevators of a residential building at 159 Lustdorfska Road.
Earlier, the Standing Committee on Housing and Communal Services of the Odesa City Council approved the allocation of an additional UAH 85 million for the repair of elevators. The list includes 101 elevators for replacement and modernization. The deputies are proposed to increase spending by UAH 85 million, which will allow 66 elevators to be repaired in 2023.
