A new head has been appointed to the garage of the Odesa Executive Committee

The acting mayor of Odesa, Ihor Koval, has appointed Oleksandr Kalugin as director of the municipal property institution Motor Transport of the Odesa City Executive Committee.

According to the Center for Public Investigations, the relevant order was published by the press service of the Odesa municipality.

The new chief was dismissed from the position of chief engineer of the said municipal property institution, with a salary according to the staffing table, effective April 10, 2026.

In the declaration of the candidate for the position, the new head of the Motor Transport Department of the city executive committee indicated that he owns a 41-square-meter residential building and a 525-square-meter land plot in the village of Usatove, Odesa region, and a 2015 Hyundai Elantra.

The engineer's income in 2025 amounted to: UAH 581.8 thousand in salary, UAH 1 thousand in national cashback "Made in Ukraine", UAH 3.6 thousand in social benefits, and UAH 916 in additional benefits. His savings consisted of 20 thousand dollars, 50 thousand hryvnias, and 5 thousand euros.

The previous head of the institution , Oleh Lysyi,was dismissed by the acting mayor of Odesa, Ihor Koval, in February.

The motor transport enterprise of the Odesa City Executive Committee is a non-profit budgetary institution and is financed from the budget of the Odesa City Territorial Community.

The institution was established to meet the needs of executive bodies, enterprises and institutions of Odesa City Council for high-quality, complete and timely transportation services.

The main activities and functions of the Institution are:

Activities that require a special permit or license shall be carried out by the Institution in the presence of appropriate permits and licenses.

The institution has separate property, an independent balance sheet, accounts with the State Treasury Service of Ukraine, a seal with its name and identification code, forms and stamps necessary for organizing its work.

In January, the acting mayor of Odesa, Ihor Koval, dismissed Serhiy Gurov, head of the Corruption Prevention Department of the Odesa City Council.
