Case of Dobroslav teacher from Prosecutor General's list sent to court

Prosecutors of the Dobroslav District Prosecutor's Office have sent to court an indictment against the former head of the Department of Education, Culture, Tourism, Youth and Sports of one of the village councils in Odesa district.

According to the press service of the Odesa Regional Prosecutor's Office, the citizen is charged with abuse of office that caused grave consequences.

According to the investigation, the accused, who worked as the head of the education department, organized a major overhaul of the roof of a kindergarten without proper budget allocation and legal registration.

The design and estimate documentation was made on the basis of an oral agreement with the designer, without a technical assignment and in violation of state building codes. The estimate included construction materials at deliberately inflated prices - some of them more than six times higher than the market value. For example, the cost of mineral wool insulation in the documentation was more than UAH 7.7 thousand per cubic meter, while the market price was about UAH 1.1 thousand per cubic meter.

Subsequently, the official, citing unfavorable weather conditions, initiated a decision of the village council to allocate funds from the reserve fund to eliminate the consequences of the weather and repair the roof. She organized a procurement without using the electronic public procurement system on the basis of illegally produced project documentation.

In December 2023, this procedure resulted in a contract with a private firm for more than UAH 3 million. The work was performed at deliberately inflated prices, resulting in losses to the budget of the Dobroslav village council of almost UAH 1 million.

In July 2025, Prosecutor General Ruslan Kravchenko said that prosecutors had served notices of suspicion on eight officials in Odesa Oblast, including the head of the Dobroslav community , Liudmyla Prokopechko, and the head of the education department of the Dobroslav village council. However, at the time, the amount of UAH 500,000 was involved in the case of the educator.
