Businessmen and officials in Kyiv are suspected of misappropriating money for shelter in Odesa region

Officers of the National Police and detectives of the Bureau of Economic Security in Kyiv region have served suspicion notices of misappropriation of budget funds to the director of a company specializing in the production and sale of concrete and concrete products and to officials of several other companies.

According to the National Police press service, representatives of local governments were also involved in the scheme.

Local government officials, according to the investigation, assisted the commercial structure in winning tenders for the purchase of prefabricated civil defense structures to be installed in the Odesa region and signed official documents, knowing all the nuances of the agreements and the shelters delivered.

In the course of comprehensive measures and expert investigations, law enforcement officers found violations of the requirements of the State Building Standards and DSTU, including the use of inferior concrete, lack of reinforcement of structures, and non-compliance of shelters with protective properties. In addition, no control tests of the shelters were conducted prior to delivery and installation, and the current conclusions were based solely on theoretical studies. The tender documents also contained DBN regulations that were not in force on the date of the contracts. To hide this, fictitious information was entered into official documents.

Currently, the organizer of the criminal group, three executors and an official of the municipal institution have been served with a notice of suspicion. Their actions are qualified, depending on their role and participation in the scheme, under Part 5 of Article 191, Part 5 of Article 27, Part 5 of Article 191 (misappropriation, embezzlement or seizure of property through abuse of office) of the Criminal Code of Ukraine. The issue of choosing a measure of restraint is being decided.

The sanction of the article provides for a sentence of up to 12 years in prison.

The police also noted that these individuals are involved in another criminal case regarding the misappropriation of more than UAH 14 million during the purchase of shelters for educational institutions in Kyiv region.
