In the Kherson region, a school ordered the construction of a new shelter at prices that were almost twice the market price. The previous contractor did not complete the work and did not return the advance of 15 million, which the court ordered to recover.

The Borozensky basic institution of complete general secondary education signed a contract with the Mainline Plus consortium for the construction of a shelter worth 68.22 million. Work to repair the shelter, which was damaged in 2022, began in September 2024.
At that time, Karat Finance LLC was awarded the contract for more than 68 million, but the contract was terminated in December due to non-fulfillment of obligations. Prior to that, the company received an advance payment, which it did not return and did not confirm its intended use. In September 2025, the court ordered the company to return 15 million and pay a 1.1 million hryvnia fine.
The new building is planned to be completed by the end of 2026 on the territory of the institution in the village of Borozenske. This year, it is planned to perform works worth UAH 40.57 million. The village is located 39 kilometers from the front line. The funding is provided by the EU through the Ukraine Facility program, and the contract price is fixed, without the risk of inflation.
An analysis of material prices showed a significant overstatement: A-III 12 mm rebar was ordered at UAH 63,999 per ton, while the average market price is UAH 32-34 thousand per ton. Sweetondale Microelast EPP 2.5 cost 243 UAH/sq m, while Epicenter's price was 118 UAH/sq m. Waterproofing Bipol EPP 2.5 was taken into account at UAH 277/sq. m, the market price is about UAH 133-154/sq. m. Concrete B30 was priced at UAH 8,641 per cubic meter, and delivery separately at UAH 1,913 per cubic meter; concrete is offered for half the price. The Konner&Söhnen KS 110-3BE diesel generator was ordered for UAH 1.48 million, while the market price is UAH 819 thousand. The total probable overpayment on materials and equipment exceeds 11 million.
The contract was awarded without competition - no one applied for an open tender. At the same time, the State Audit Service did not find any violations during the monitoring of the procurement.
The media noted that the director of the Borozenskyi OPPZSO is Liubov Hloba, the procurement commissioner is Dina Honcharova, and the head of the rural VA is Alyona Okhrimovska. The Mainline Plus Consortium was established in June 2025 in Ternopil. Its founders: Avtomagistral-Zakhid LLC (80% owned by Serhiy Yuzvishyn) and Valk Construction Company LLC (20% owned by Bohdan Tverdun). During the four months of its existence, the consortium received contracts worth UAH 217.14 million, most of them from the Kherson Children's Regional Hospital.
And according to an investigation by the Center for Public Investigations, the construction of a school shelter was ordered in Vysokopillia, Kherson region, without an auction. At the same time, hundreds of millions have already been spent on the construction of the shelter in this school, which was received by companies previously suspected of embezzling budget funds and associated with the deputy head of the Kherson Regional Military Administration.
