UAH 81 million allocated to restore damaged educational institution in Kherson region

An educational institution damaged as a result of Russian aggression is to be restored in Kherson Oblast. It is planned to raise more than UAH 81 million for this purpose.

This was reported by the Center for Public Investigations with reference to the Dream digital recovery ecosystem.

It is planned to overhaul the building of the Borozenskyi hub institution of complete general secondary education of the Borozenskyi village council of the Kherson region.

The aim of the project is to ensure an integrated approach to creating appropriate conditions for the educational process and providing quality educational services, improving the level of life support and livelihoods of the community.

According to the project description, the building of the Borozen school has suffered significant damage as a result of the armed aggression of the Russian Federation, and therefore is currently out of operation. This slows down the economic and social development of the settlement, slows down the process of returning residents to their homes and post-war reconstruction.

The project will result in the restoration of an educational institution with 350 students and 75 employees, creating proper learning conditions, improving the overall condition of the premises, temperature and sanitary conditions, which will have a positive impact on the organization of the educational process.

The project budget is UAH 81 million 700 thousand.

Of this amount, UAH 55,972,123 will be spent on construction, UAH 22,574,86 will be spent on other capital expenditures, and UAH 3,104,305 will be spent on equipment.

The total amount of confirmed funding sources is only UAH 778 thousand 950, provided from the city budget.

The project was designed by Garant Energy Service Company. The contract with the company for the development of design and estimate documentation was signed on December 29, 2023. It cost UAH 934 thousand 740 from the city budget.

According to the YouControl online analytical system, the company was registered in 20112 with an authorized capital of one thousand hryvnias. The company earned only 6 million 541 thousand 859 hryvnias at public tenders .

The project is currently in the implementation status and needs funding.

But before starting to restore the school itself, the Beryslav hub first signed a contract for the construction of a shelter for more than UAH 68 million without bidding.

The multimillion-hryvnia contract was awarded to Karat Finance LLC, which had previously been accused of involvement in an organized criminal group, misappropriation and laundering of budget funds, overpricing, and tax evasion. The company's offer was only 1% below the expected value.

As for multimillion-dollar contracts and corruption, these phenomena are increasingly accompanying each other. Earlier, a contract to repair a school damaged by shelling was also awarded to a company associated with corruption and money laundering. The company was accused of inflating prices for materials and work during the overhaul of the Sonechko kindergarten in the village of Kyselivka, Kherson district. According to the investigation, the funds were intentionally overstated and distributed among those involved.
