Boiler houses worth a billion were ordered in Mykolaiv without open bidding

Mykolaiv Regional Electricity Company signed agreements worth more than one billion hryvnias for new boiler houses to replace the destroyed CHP plant. The contracts for the supply of equipment were signed without open bidding with five companies.

This is evidenced by data from the Prozorro procurement system.

The Department of Urban Planning, Architecture, Capital Construction and Development Project Support of the Mykolaiv Regional Military Administration has signed five agreements for the supply of block-modular boiler houses totaling more than UAH 1.8 billion. All contracts were executed without open bidding, which is allowed in wartime in accordance with government regulations.

In total, it is planned to supply 18 block-modular boiler houses of various capacities to be delivered by November 28, 2025. The equipment must be new, not older than 2025, and all materials must be corrosion-resistant.

The justification states that the decision to make the procurement without the Prozorro electronic system was made due to an urgent need, confirmed by the protocols of the working group and the order of the head of the Military Department under martial law. The goal is to promptly provide alternative heat in the region to replace the destroyed CHPP.

On the night of February 16, Russians massively shelled Mykolaiv, causing a fire to break out at a critical facility, the Mykolaiv CHP. The attack left part of the city without heat and electricity. Mayor Oleksandr Sienkevych said that the CHP plant was attacked deliberately to leave the city without heating during the cold weather.

More than 15,000 square meters of land were contaminated by the munitions and 120 square meters of waste was generated. The damage was estimated at UAH 536 million.

In May, the CHPP ordered equipment repairs for UAH 23 million without a tender. Converter-Complex was to restore the destroyed turbine generators and prepare design and estimate documentation.
