Mykolaivska TPP will be restored by a company without competition after the Russian attacks

Mykolaiv CHP ordered the repair of turbine generators destroyed by Russian shelling without a tender and through a direct contract for almost UAH 23 million.

This was reported by the Center for Public Investigations.

On May 15 , PJSC Mykolaiv Combined Heat and Power Plant signed an agreement with LLC SPE Converter-Complex for the overhaul of the boiler and turbine shop. The goal is to restore the excitation systems of the TG-2 and TG-4 turbine generators, which were destroyed as a result of the armed aggression of the Russian Federation. The company also has to develop design and estimate documentation.

As it became known, the procurement was carried out without the use of an electronic system and without an open tender. The customer took advantage of the provisions of Cabinet of Ministers Resolution No. 1178, which allows direct contracts to be concluded without competitive procedures during martial law.

The research enterprise will receive UAH 22 million 848 thousand for the work. The work is to be completed by December 31, 2025.

According to the youcontrol analytical system, Research and Production Enterprise Converter-Complex LLC is a Zaporizhzhia-based company founded in 1992. It specializes in research and development in the field of natural and technical sciences, and is also engaged in the production of electronic boards, transformers, electric motors, repair of electrical equipment, engineering and installation of equipment. The company is headed by Sergiy Fedorenko, who is also one of the founders. In total, the founders included 11 people, some of whom have now withdrawn from the register of beneficiaries.

In 2024, the company demonstrated a significant increase in financial performance: revenue amounted to more than UAH 137 million, and net profit was almost UAH 49 million. The number of employees exceeded 110.

The total amount of the company's recent sales in public procurement exceeded UAH 41.6 million. The largest customer was Mykolaiv CHP, which signed a contract for UAH 22.8 million. The second largest deal was with Lutsk Motor Repair Plant for UAH 18 million. The company's other clients include Naftogaz Teplo (UAH 359 thousand), Ukrtransnafta (UAH 253 thousand), Khmelnytsky Vodokanal (UAH 153 thousand), and Kremenchuk CHP (UAH 31 thousand).

On the night of February 16, Russian drones attacked Mykolaiv CHP, leaving many residents without heating. As a result of the strike, the power generation at the plant was completely destroyed. Despite the serious damage, utilities found a solution and restored heat supply.
