Automated Alert System Planned in Velyko Oleksandrivka Community

An automated centralized alert system is planned to be built in the Velyko Oleksandrivska settlement territorial community of the Boryslav district of Kherson region.

According to the Center for Public Investigations, the relevant announcement was made by the Velyko Oleksandrivka Village Council.

Open bidding with special conditions will take place on February 26. The contractor must install 75 warning units and 300 loudspeakers, connect 75 solar panels and power supplies by December 26, 2026. The winner of the tender must also provide an HP 240 G8 laptop with a licensed Windows 10 operating system with alert programs installed.

The expected cost of works and equipment is UAH 13 million 699 thousand.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such bidding, so the participant has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

However, in Velyka Oleksandrivka, Kherson region, a Kyiv-based company whose director is involved in a criminal case for embezzlement of budget funds and whose father has a criminal record for treason was awarded a contract for the construction of a shelter at a local school worth more than UAH 150 million following an open tender with special conditions.

Before that, a company with a dubious past won an auction for the renovation of the building of Velyko Oleksandrivska secondary school No. 2 in Beryslav district, Kherson region, under the same scenario - the company's management was suspected of overstating the cost of construction materials by 2-3 times.
