Antimonopoly authorities fine two companies for collusion in Odesa procurement

The Administrative Board of the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine has established the existence of collusion between Antaro Build Construction Company LLC and Valentor LTD LLC during their preparation and participation in auctions in Odesa.

According to the Center for Public Investigations, citing the AMCU, it concerns the selection of a contractor for the reconstruction of oxygen supply systems with the installation of oxygen stations at the City Clinical Infectious Diseases Hospital and City Hospital No. 8, which was carried out in 2021.

For such actions, the defendants were fined a total of UAH 272 thousand. A search in the Prozorro electronic procurement system revealed two tenders: one for the reconstruction of the oxygen supply system with the installation of oxygen stations at City Hospital No. 8, in which the winner was Antaro Build Construction Company LLC and from which the company earned UAH 14 million 120.9 thousand.

Under the second agreement, the same company earned UAH 25 million 13.5 thousand. In both cases, the competitor in the Prozorro system is City-Bud Construction Firm LLC, which has the same EDRPOU as the number of Valentor LTD in the YouControl service.

Antaro Build Construction Company LLC, according to YouControl, was registered in 2014 in Odesa. The owner is Yevhen Tarashchan. Valentor LTD, aka City-Bud Construction Company, was registered in Sumy in 2019. The owner is Yurii Denysov from Zaporizhzhia.

The publication "Anti-Corruption Dimension" linked these tenders and, accordingly, the winning company to the case of the head of one of the departments of the Odesa City Council, who was suspected of embezzling UAH 2 million. The publication also claimed that the suspect was the former head of the capital construction department of the Odesa City Council, Borys Panov.
